Slam 0.2.9 released

I've made a maintenance update to slam to fix some bugs and add some extra facilities to some of the toolsets. You can get it from the usual place.

Notable changes include:

• Improvements and fixes to the Digital Mars (dm) toolset.
• The borland toolset now behaves more like the others with respect to the ansi and iso flags
• A new msvc9 toolset
• There's now an as-c++ flag to force the compiler to compile source files as C++ (even if they have a .c extension)
